The International conference: "Towards Net Zero Emissions: Policy and Practice"

         Attending the conference, from Ministry of Natural Resources and Environment, there were Dr. Vu Thang Phuong – Department of Science and Technology; Dr. Nguyen Trung Thang – Institute of Strategy and Policy on Natural Resources and Environment; Dr. Nguyen Hung Minh and MSc. Nguyen Van Minh – Department of Climate Change. 

From Hanoi University of Natural Resources and Environment, there were Prof.Dr. Huynh Thi Lan Huong – the Chairwoman of University Council; Assoc.Prof.Dr. Le Thi Trinh – the Vice-Rector; Assoc.Prof.Dr. Pham Quy Nhan – the Former Vice-Rector; Assoc.Prof.Dr. Tran Duy Kieu – the Former Vice-Rector, and more than 100 lectures and representatives from many universities and organizations. 

From the international parters, there were Dr.Jake Brunner - the International Union for Conservation of Nature (IUCN); Mr. Angus Rebert Glover – University of Central Lancashire; Mr. Ivan White – the Italian Agency for Development Cooperation in Vietnam. 

Bringing the world to net-zero emissions as soon as possible, by 2050 at the least, is an important goal for many countries around the world to limit the worst effects of climate change. Therefore, this international conference mainly focuses on discussing issues related to net-zero emissions. The reality of GHG emissions was also presented by speakers for exchange and discussion at the conference

The conference received 61 papers of scientists and researchers from many universities, such as: Ho Chi Minh city University of Technology; Vietnam National University of Agriculture; Vietnam National University of Forestry; Gyeongsang National University; etc. in which 10 papers were selected to be presented and discussed at the conference by the scientific committee. 

At the conference, report on net-zero emissions in Vietnam, Dr. Nguyen Trung Thang from the Institute of Strategy and Policy on Natural Resources and Environment said that Vietnam ranks 21st in the group of countries with the highest emissions in the world and tends to increase. In the congress of COP26, Vietnam committed to achieve net-zero emissions by 2050, no more new coal power projects since 2030 and phase out coal power by 2040, end deforestation by 2030 and reduce 30% of Methane emissions by 2030. However, the carbon market in Vietnam is still underdeveloped, the measurement, reporting and monitoring system has not yet been developed, production technologies are still backward. Waste management is still weak and cannot meet the needs, so bringing Vietnam to net-zero emissions still faces to many difficulties and challenges.

According to Dr. Nguyen Trung Thang, to solve the above problems, it is necessary to: Develop and implement a roadmap to reduce GHG emissions by sectors, such as: Energy, agriculture, industry, waste, strengthen protection and developing forests, natural ecosystems, developing carbon storage technologies; Remove barriers, complete the system of policies to transform energy towards sustainability, promote energy efficiency and develop renewable energy; Develop mechanism, policies and methods to encourage and attract domestic and foreign investment, mobilize all economic component to participate in enterprises, public-private cooperation in GHG emission reduction; Building and operating carbon market, green classification, financial instruments such as: green bond, green investment fund, etc.

Discussing net zero emissions for the forestry sector, Dr. Thuy Pham – Center for International Forestry Research (CIFOR) said that the forestry can pkay an important role in supporting countries and the company achieves its net zero emissions targets. However, subsidies for large-scale agricultural expansion and financing for the causes of deforestation are 40-150 times higher than those đeicated to forest conservation. The lack of transparent financial data or the unstable political situation leading to the low attention of forestry development is also a big challenge to the current net emissions problem.

 

In addition, the conference also discuss the related issues such as: implementation of carbon pricing in Vietnam, waste management and nature conservation planning for carbon emissions reduction and carbon sequestration in Binh Thuan province, research on application of livestock waste as a resource in circular economy, climate and environment business index for rice production enterprises (CEBI), etc. 

 

 

For the purpose of exchanging and sharing research results, experiences and academic expertise between scientists, the international conference “Towards Net Zero Emissions: Policy and Practice” organized successfully and was paid attention of many domestic and international scientists and research experts.
